THE WATKINS FAMILY CONSTITUTION
Constitution and By-law
Of
“The Family Unionâ€ÂÂÂÂÂ
ARTICLE 1: Preamble
We the descendants of the Watkins Family and all other families with connections
to the Watkins family, in order to promote a closer relationship among ourselves, the well-being of all of the family everywhere, secure the blessing for ourselves
and our succeeding generations and in order to show love and care for our elderly family members, do establish this Constitution and By-Law as the framework for our Family Union.
ARTICLE 2. NAME AND PURPOSE
SECTION I: NAME
The organization shall be named and styled: "The Family Union"
SECTION II: PURPOSE
The purpose of the family organization shall be:-
(a) To promote a closer union among the families
here in America and those in Liberia
(b) To create a forum for the Families to get
together at least once a year
(c) To create an awareness of the need to raise
fund for the support of our elderly and sick family members.
(e) To aid members in times of calamities.
ARTICLE 3: QUALIFICATION AND RIGHT OF MEMBERSHIP
SECTION I: QUALIFICATION FOR MEMBERSHIP
Membership in the family organization shall be open to anyone
who is a descendent of any of the families in the above or related
by marriage or was reared by a descendent of one of the families.
SECTION II: RIGHT OF MEMBERSHIP
Members shall have the right to hold office in the organization and
if in good financial standing, shall have full rights to vote at any
election.
ARTICLE 4: OFFICERS AND DUTIES
SECTION I: The officers of the "Family Union'" shall be as
follows:
1. President
2. Vice President
3. Secretary
4. Assistant Secretary
5. Treasurer
6. Financial Secretary
7. Chaplain
8. Parliamentarian
9. Regional Chairpersons
SECTION 11: DUTIES OF OFFICERS
(a) The President shall be the executive head of The Family Union.
He/she shall preside at meetings and supervise the Work of the
other officers; shall make appointments of members and chairs of committees. Shall also be responsible to see that a budget for the Union is prepared and on time.
(b) The Vice President shall be the primary help of the President and takes the place of the President if the President is not present.
(c) The Secretary shall keep the minutes of the organization and shall keep the organization informed of what happened in the last meeting; shall take care of all correspondence and committee repol1s, make announcements and
notify members of changes in schedule.
(d) The Assistant Secretary shall be the principal help of the Secretary and shall act when the Secretary is not president.
(e) The Treasurer shall take card of the organization's finances; prepare the financial repol1s and annual budget.
(f) The Financial secretary shall be responsible for the collection of dues and all monies of the organization; shall keep a proper accounting of all funds collected and credit the account of each member; all funds collected and accounted must be immediately transferred to the Treasurer who shall deposit same into the organization's account.
(g) The Chaplain shall be responsible for the religious aspects of the Union
(h) The Parliamentarian shall help the president in keeping order at meetings. It is his/her duty to see to it that the constitution is followed
in all saturations. When the constitution is silent on an issue, the parliamentarian 's interpretation of what should be done will be expected.
(i) The Regional Chairpersons shall be responsible to establish small regional groups, in order to keep the Union functioning until the general re-union.
ARTICLE 5: STANDING COMMI1TEE
SECTI0N I: The Family Union shall have the following standing committee:
1. Reunion Committee
2. Membership Committee
3. Fund-Raising Committee
4. Ad-Hoc Committee
SECTI0N II: The Reunion Committee shall be responsible to
plan the complete program for the next
reunion.
SECTION Ill:
The Membership Committee shall be responsible
to do survey to determine the number of family members around and to develop means to attract them to become members of the organization.
SECTION IV:
The Fund-Raising committee shall be
responsible for recommending programs to
raise funds for the organization.
SECTION V:
The Ad-Hoc Committee shall be empowered
whenever necessary to work on programs as the
President sees fit.
ARTICLE 6: TERMS OF OFFICERS
SECTION I: The officers of the “Family Union†may serve for a period (term) of two years and may succeed themselves through an election for one more term after which cannot stand for election until after another term.
ARTICLE 7: VOTING
SECTION 1:
The "Family Union" requires that a quorum be present at elections and at meetings where important decisions are to be made. A quorum is a majority of the total membership. The person receiving the majority vote is the elected officer. The elected officer shall take office immediately after election.
The outgoing president shall install the new officers, pending a formal induction program .
ARTICLE 8: REUNIONS. MEETINGS AND DUES
SECTION 1: REUNION
The Family Union shall meet every other year
for a general reunion. The reunion committee
shall make plans for the reunion as to the
location, program, and all the logistics for
the reunion.
SECTION II: MEETINGS
The Union shall have a general meeting at each
reunion to hear reports of what has happened over
the past two years. The President may set up
regional area groups that could meet more
frequently in the different regional areas.
SECTION Ill: DUES
Each member will be responsible to pay dues to the
union. The dues to be voted upon depending on the
needs of the Union at the beginning of each
administration.
ARTICLE 9: Finances
(a) Each year the Treasurer, Financial Secretary and the President shall make up a budget for the Union and submit the budget to the Union
for a vote of approval.
(b) Funds collected for the Union shall be promptly
deposited in a bank approved by The Family Union. The
account therein shall be in the name and address
of "The Family Union ".
(c) Funds received shall only be disbursed subject to
the approved budget and by a voucher system.
(d) Before a check is written, a voucher must be written and approval
for the disbursement and must be recorded in the minutes of the Union.
The signature of the president and another members voted by the Union
to sign disbursements must be on all check.
(e) The Treasurer shall be the custodian of the Union check book. He/she shall write all checks and present same to the President
for his signature and then to the other member.
ARTICLE 10: AMENDMENTS
The Family Union's constitution can only be amended by a vote of three fourth (3/4) of the full membership of the "Family Union ".
The By-Law can be changed at any meeting by a majority vote. The By-Law can not disagree with the constitution. It can only deal with issues not covered by the constitution.
